飞机和军队接近台湾，以增加美国武力干涉的成本。从 1995 年开始，由于江泽民在军事现代化方面所作的努力，军费
的增加远高于国民生产总值的增加。中国的军事现代化很快就超出了阻止美国接近台湾所需要的能力。由于中国的能源
要依靠海上通道，中国也开始发展海军，致力于成为一个全面的军事大国。邓小平既不是这一过程的启动者，也没有为
他的接班人制订建立现代军队的计划；但是他给接班人留下了一支规模更小、教育水平更高、对现代战争的要求理解更
深刻的军队，以及一个更强大的民用经济与技术基础，使他的接班人得以继续致力于军事现代化。
